Chair Joe Zerdin called the meeting to order at 6:30 pm, in the boardroom at the Catholic Education Centre, 46 Alliance Boulevard, Barrie.

Prior to the Opening Prayer and Reflection, Chair Joe Zerdin provided the following comments in honour of Black History Month.

I would like to acknowledge that every February, people across Canada are invited to participate in Black History Month festivities and events that honour the legacy of Black Canadians and their communities. The 2021 theme for Black History Month is: “The Future is Now”. The “Future is Now” is a chance for SMCDSB students, staff and school communities to celebrate and acknowledge the transformative work that Black Canadians and their communities have accomplished and continue to do. In the words of Pope Francis: “My friends, we cannot tolerate or turn a blind eye to racism and exclusion in any form and yet claim to defend the sacredness of every human life.” SMCDSB is committed to stand hand-in-hand against racism, and for the safety, dignity and importance of every one of our students and staff. We continue to listen, learn and work hard to provide school and work settings where our students and staff encounter respect and esteem, where their gifts are recognized and nurtured. On the level of policy and practice, we seek to provide communities of learning and working that are inclusive and welcoming for everyone.

Board Chair Joe Zerdin led the opening prayer with the following special intentions:

Frances Bagley, Director of Education, conducted the roll call to establish quorum for the meeting.

CONSENSUS of the Board of Trustees was obtained for approval of the public session agenda, as presented.

There were no conflicts declared.

Trustees received and read in advance Report 7.1) BD-04-2021 from Allen Morrison, Controller of Planning and Facilities.

Controller Morrison provided some introductory comments.

Clarification in Board Report 7.1 Item 2 was provided in bold and italics. COVID has not been confirmed to be air borne to the extent that it is scientifically shown to transmit through ventilation systems, but can travel through aerosol droplets. HVAC is considered……

Item 3 refers to the level of service to schools to provide assurance of what we are doing and to ensure we are getting value for our HVAC adjustments.

Controller Morrison then invited Mr. Nigel D’Souza, Manager of Facilities Services, to make the slide presentation.

The HVAC overview and updates will include how the HVAC system is measured in the context of COVID, and how we are attempting to maintain good indoor air quality through temperature and humidity settings. All air circulation through a building is filtered and all schools are mechanically ventilated.

Mr. D’Souza responded to questions and comments from trustees.

  • Do MERV 13 filters have to be changed or are they permanent filters? What is the shelf life?
    • There is no defined shelf life but the filters are inspected monthly and changed as needed.
  • Do you or your staff look after the HVAC work or do you use external companies?
    • It is a combination. Repairs and all preventive maintenance have been done in house and inspections as well, but it is a combination of external and internal service providers.
  • This was a very detailed presentation. Not clear about the HEPA filters and the air distribution in buildings. The air quality feels different in some rooms of the building.
    • HEPA filters are used for emergency response. If we don’t have ventilation or air exchanges in place, the filters are meant to treat the space in an emergency situation and, therefore, the filters are kept in the trucks.
  • How is emergency air treatment conducted where health concerns are involved?
    • The air has to be measured with special tools. After a new system is installed, air balancing does ensure that every diffuser is distributing the designed air volume. It is important to rebalance the system.
  • Does the system filter out small particles like the COVID virus?
    • The MERV 13 filters do capture smaller particles and may capture COVID particles. There is no evidence that COVID travels through HVAC air circulation.
  • Have the guidelines been updated since COVID started?
    • Yes, the guidelines presented were updated in response to COVID.
  • How effective is the HVAC system in schools? If there is a concern re the level of filtration or air quality, do we have data that shows results of our schools vs our standards?
    • If there are specific measure points, like humidity, then yes, we can look at the data.
  • Were engineering controls studied since schools were assessed to ensure they were meeting certain controls?
    • The designs were evaluated for system capability through an engineering review. We will be following the recommendations for retro-commissioning of damper systems to verify controls.
  • If staff have concerns, what should they do?
    • The building automation system would be accessed and can help to resolve situations, eg, check dampers and confirm changes to occur.
  • How do we reassure parents and staff?
    • The HVAC systems are functioning well. We are continuously monitoring and we are equipped to respond should there be a need.

Controller Morrison provided a few comments on this report.

I am very happy to report on the tender award for the replacement school for St. Charles. This has been quite the journey. The tender closed on January 12, 2021. Five contractors submitted a bid and the lowest big was within the construction budget which means that no further Ministry approval is required. The letter from Salter Pilon Architects, attached to the report, provides the details. Tambro Construction Ltd. is the low bidder and occupancy of the new building is expected in August 2022.

Controller Morrison responded to questions and comments from trustees:

  • There is a 5 million discrepancy, have we worked with this Contractor before?
    • Tambro is a recognized builder in the GTA but is new to us. Tambro asked many good and tough questions.  Bidding was of great interest to them.
  • When does construction start and what happens to the students?
    • We already moved the fence for the play area towards the school. We did purchase additional property and the contractor will work in isolation on the other side of the fence so there is no change for the school environment for this coming year.
  • When will demolition occur once the new building is finished?
    • We will be very cautious when we allow the demolition work to begin. Once the new building is complete or when we are confident it will be completed in time, the demolition of the existing building will occur in stages.
  • Would like clarification with regard to the schedule in Section 6. What is substantial performance of the work to be completed October 30, 2022?
    • The substantial performance is a contractual term and refers to +/-97% completion of the project. Even though the new school is ready for occupancy at that time, the demolition work still needs to be completed.
  • Looking forward to getting future update reports.

Recommendation

  • That the Board approve and award the construction of the St. Charles Catholic Replacement School to Tambro Construction Ltd. at the tendered price of $15,200,000 plus taxes, subject to municipal approvals.

Director Bagley provided a few comments on this report.

A few additional housekeeping items were made to the Board’s Procedural Bylaw sections that do not change the intent. At the Board Policy Committee meeting of January 27, 2021, the committee reviewed revisions to the Board’s Procedural Bylaw as noted in italics and boldface. Various Governance and Planning policies were also reviewed. Some policies did not require further review and other policies required revisions on noted on the policies in italics and boldface.

Director Bagley responded to questions or comments from Trustees.

  • When was the regulation put in the Education Act that a tie vote had to be broken by drawing a straw?
    • Director Bagley recalled that Section 2.00 was revised in 2007, but Director Bagley will check to verify when this section was first approved and respond to Trustee Smith.  Other boards were invited to report on this practice. The Education Act only refers to the choosing of lots.

    3. That the Board approve an Ad Hoc committee be appointed by resolution of the Board as per section 8:02 of the Board’s Procedural Bylaw for the purpose of reviewing the Director of Education and Secretary-Treasurer of the Board’s Performance Appraisal form.

Superintendent Bolton provided comments on the report.

Superintendent Bolton reported an update to the information attached to the report. The number of Board cases as of the reporting date of January 27, 2021 is actually 69, not 68.  All staff cases were investigated by the health unit, were community acquired and there was no transmission. For this reporting period, there are 1292 students excused and 60 staff excused. Full reporting obligations of COVID cases begins Monday. Staff attending a school or a board office will now have to sign in attesting they have completed COVID screening.

Superintendent Bolton responded to questions and comments from trustees.

  • We have been off since the Christmas break. Do we have enough PPE and provisions for staff going back to schools?
    • We have not had the demand or the consumption of supplies during the shutdown and am not aware of any short supply. We have face shields and goggles, and a large inventory of gowns and gloves.  We have been maintaining a good PPE inventory and critical supplies. Based on current inventory numbers, we will be reducing our order for February. We will order additional supplies though for pediatric size masks and hypo allergenic masks for staff who have allergies or irritation problems.
  • Is there a concern with the availability of child sized masks? Can we please make sure there is a good supply of pediatric size masks at schools since this is very important.
    • Parental support and guidance will help with the wearing of student masks but there will be a developmental as well as learning curve. Students don’t have to wear cloth masks. When the students transition outside with the cold weather, we will be encouraging parents to send more than 1 mask with their child. We did work with partners to secure an inventory of child sized masks and we have ordered them from a reputable supplier and expect delivery in the next few weeks.

Superintendent Bolton provided some comments.

At the inaugural meeting of the Special Education Advisory Committee (SEAC) on Wednesday, January 20th, 2021, the election was held for the positions of SEAC Chairperson and Vice Chairperson. Theresa Sanders was acclaimed as the SEAC Chairperson and Jennifer Emmerson was acclaimed at the SEAC Vice Chairperson. Congratulations to both Theresa Sanders and Jennifer Emmerson.

Trustee Maria Hardie:

  • Now that schools open on Monday, will our virtual schools continue to operate?
    • Virtual schools are operational and will continue to the end of June.
  • Are we seeing any activity from the use of temporary teachers who can work with temporary certification from the Ontario College of Teachers but have not yet completed their program?  Are we currently experiencing a large number of teacher absenteeism?
    • Yes, and this is welcome news and a resource we can use for the remainder of the school year since we are currently not able to fill many short-term vacant positions.

Trustee Janice Hutchison:

I am very excited to share the news that St. Paul’s has a survivor episode on line. This involves an interactive and weekly adventure with staff who complete weekly challenges. The community votes on what they like. Please check this out on twitter.

Trustee Maria Hardie:

I am happy to report that Matthew Marin, who was a student trustee and graduated from St. Peter’s Catholic Secondary School is now a seminarian in formation to be a Roman Catholic priest and Christopher Thien-Y Huynh, a graduate from St. Joan of Arc Catholic High School was ordained to the Diaconate on November 21, 2020.  Perhaps the Celebrating Excellence Committee could consider these individuals for an "Outstanding Graduates" nomination.

Item 3.1 Declassified: Contract Matter OSSTF Maintenance Tentative Local Deal

With regard to Report PS 3.1) BD-04-2021,Trustees ratified the tentative local collective agreement with OSSTF Maintenance Bargaining Unit for the period September 1, 2019 to August 31, 2022 and that the approval of the ratification of the local terms be reported to OCSTA.
